Why supply cannot expand
India's Coastal Regulation Zone (CRZ) framework defines four zones based on proximity to the high-tide line. CRZ-I (most restrictive) and CRZ-II prohibit new residential construction. CRZ-III, where most Alibag villages sit, requires construction to remain beyond 200 metres from the high-tide line, and beyond 50 metres from creeks.
The result: existing beachfront and walking-distance-to-beach inventory is structurally finite. New supply comes only from generational owners deciding to sell — never from new development. As Mumbai HNI demand expands, prices follow.
For inland NA-converted plots, Maharashtra's complex land-conversion process creates a separate scarcity: only a small fraction of agricultural land has been or will be cleared for residential conversion. Pre-cleared NA plots in established villages trade at structural premiums.

Atal Setu (MTHL) opens
21.8-km sea bridge from Sewri to Chirle. Cuts road travel from South Mumbai to Alibag from ~3 hours to under 2. Materially expands the pool of Mumbai HNI buyers willing to maintain a second home.
Navi Mumbai International Airport begins commercial flights
~85 km from Alibag via Atal Setu. Opens the coast to NRI investment, removes the four-hour Mumbai-traffic-to-Mumbai-airport friction that has held back direct international travel for second-home owners.
Virar-Alibag Multimodal Corridor (VAMMC)
126-km eight-lane MMRDA expressway with metro provisioning. Bypasses Mumbai entirely — connects the western suburbs and Virar directly to Alibag. The single largest connectivity event of the next decade.
Three macro catalysts in five years. The coast has not yet repriced.
